Memorandum.

With reference to the

cost of the mint of Mong Long the following observations may be offered in explanation of the position of affairs at this date.

In the size of the buildings and in the machinery

are aware, no increase has been made upon the plans submitted to, and approved of, by Sir M. Robinson previous to my appointment; on the contrary, considerable deductions have been made from these plans, namely, among other savings, five large dwelling houses have been withdrawn, and on due consideration the automatic balances have been dispensed with, and
